The EU has set a new climate target for 2040: a net 90% reduction in carbon emissions, 5% of which is to be achieved through carbon credits. On November 25, 2025, the climate ministers of the 27 EU countries set the new climate target.

Carbon credits officially part of climate target

The original target was a 90% reduction in carbon emissions by 2040 compared to 1990 levels. The ambition of a 90% reduction remains, but has been converted into a net target. The EU must reduce carbon emissions by 85%, and 5% of the reduction may be achieved through the use of carbon credits. The carbon credits may be used from 2031 onwards.

Why are emissions not being reduced to zero?

Reducing carbon emissions is, of course, the highest priority. However, producing no emissions at all is simply not feasible. There will always be (residual) emissions. Moreover, reducing emissions takes time. Companies must look for feasible alternatives and business processes must be adapted. In addition to the EU, the Science Based Targets initiative, which develops tools and guidelines for companies to tackle greenhouse gas emissions, also states that carbon credits are indispensable in reducing the amount of carbon in the atmosphere.

The investments that companies and countries make in carbon credits provide the necessary financing for climate projects and the development of high-quality technologies. This stimulates innovation and accelerates the transition to a carbon-neutral economy.

The inclusion of carbon credits in the EU climate target, as well as the CSRD and the upcoming mandatory carbon removal in aviation (CORSIA), will cause the price of carbon credits to rise.
